With reference to my Confidential Despatch of the 29th ultimo, I regret that paragraph 6 of the Confidential Memorandum by the Colonial Defence Committee (No.365/M of 19th July, 1906) on the "Restrictions on Use of British Ports abroad by Foreign Ships of War", which authorizes the local Civil Authorities "to consent to the landing of Unarmed Pickets to assist the local Police", had escaped my notice.
